Wind Study

May 14-19, 2000

COWI-Tripod, a Danish consulting firm specializing in wind projects made the first visit to the Bangui Bay site. This is the start of a fruitful technical relationship between NorthWind and Tripod.

     

Government Approval

December 18, 2000

Department of Environment and Natural Resources issues an Environmental Clearance Certificate for the Bangui Bay project.

December 14, 2001

Department of Energy endorses the project to the Royal Danish Ministry of Foreign Affairs to finance the project with DANIDA.

     

Electricity Sales Agreement

July 19, 2002

An electricity sales agreement for the sale of power with the Ilocos Norte Electric Cooperative was signed.

September 2002

Project appraisal by COWI-Tripod Engineering of Denmark. COWI was hired by DANIDA to determine feasibility of the project.

April 29, 2003

As a result of COWI-Tripod's project appraisal, DANIDA issued its approval to finance the NorthWind project under the Danish Mixed Credit Programme.

December 9, 2003

NorthWind and INEC signed a memorandum of clarification elaborating on the effects of the energy restructuring law after studies by DOE and NEA.

February 18, 2004

PHILEXIM approve sto issue a loan guarantee for the NorthWind project in favor of its lenders ABN Amro and Nordea.

March 17, 2004

Loan in the amount of USD29.35million to finance the project was signed between NorthWind and ABN Amro and Nordea Bank.

First shipment consisting of complete set of blades, nacelles, hubs and 3 towers arrived.

NorthWind becomes the first Philippine company to be covered with an Emission Reduction Purchase Agreement with the World Bank in line with Kyoto Protocol.

Equipment were temporarily off-loaded and stored in Harbor Center port in Manila.

Start off-loading the first shipment at the site.

NorthWind begins installation of tower, nacelles and rotors.

The substation and transmission line is completed thereby connecting the wind farm to its delivery point in TransCo Laoag substation.

Commissioning of the wind farm is completed. Reliability run up to practical completion commences.

NorthWind completes installation of wind turbines and starts delivering power to INEC.

Inauguration of the NorthWind Bangui Bay project.

NorthWind officially takes-over the operation of the wind power plant from the contractor and wind turbine supplier, Vestas of Denmark.

Validation of the projected CER’s to be produced by the NorthWind project was completed by DNV.

December 16, 2005

The NorthWind project becomes the first recipient of a Letter of Approval from the Philippines DNA for its CDM project.

     

Government Approval

February 22, 2006

The Energy Regulatory Commission approves the Electricity Sales Agreement of NorthWind and INEC granting INEC the authorization to sell and bill its consumers for electricity produced by NorthWind. However, because of a probationary arrangement, NorthWind is able to sell and collect produced electricity to INEC since May 2005.

Verification of the CER’s produced by the NorthWind farm is verified by AENOR.

May 22, 2007

The first Philippine Carbon Emission Reduction Certificates were issued to NorthWind by the Executive Board of the UNFCCC.

     

Economic Benefits

December 31, 2006

Savings passed on by NorthWind to INEC's end users surpassed $1.4 million for the year of 2006.
